    why does the user REST end-point just close without sending content?

    The REST end-point(I've removed the devkey... please contact me via e-mail for that detail.):

    http://services.theport.com/REST/V1/Users/aeb8546e-4e3b-11df-957b-001143352f0c?SearchBy=XRefCode&devkey={redacted}&format=json

    is closing the connection and not sending any headers or content back.

    The user associated with the XRefCode(aeb8546e-4e3b-11df-957b-001143352f0c) can easily login using the stltoday.com SSO end-point (the deprecated, browser bounce method.)
    It's just that our Membercenter can't use the REST users end-point to retrieve details on the user.

    How do I go about properly getting this fixed?

    Looks like there was a data integrity issue that we were able to diagnose and resolve.  You should now be able to pull any users that were throwing this error.

    Looks like the issue is specific to this User as I tested your call against other Users in the community and they look to return fine.  Will investigate further and let you know.
